The implementation of the Local Grants Programme in the South Region (districts of Cahul, Cantemir, Taraclia, Leova, Cimislia, Basarabeasca, Causeni, Stefan Voda) is performed by PI CONTACT-Cahul (Private Institution Regional Centre for Assistance and Information of NGOs in Moldova ”CONTACT-Cahul”).
PI CONTACT-Cahul has over 22 years of professional experience as a non-governmental organisation. The organisation's mission is to contribute to democratisation of the Republic of Moldova by strengthening of civil society, economic empowerment, improvement of public policies and advocacy, facilitation of social dialogue and support of citizens' initiatives. Beneficiaries of CONTACT-Cahul are NGOs, local initiative groups, public authorities of 1st and 2nd level, public institutions, community leaders, active women, representatives of the academic sector and other structures that promote citizens' initiatives.
According to implementation plan of the CONTACT-Cahul, empowering citizens in the South development region follows the objectives below:
1. Improving citizens' involvement in decision-making processes, including participatory local planning, monitoring of public procurement, public construction works and provision of public local services by developing capacity of local CSOs in the South region of the Republic of Moldova.
2. Supporting local sustainable development based on the needs of citizens by sub-granting local CSOs to implement small-scale projects.
3. Raising awareness and self-awareness of the population on improving public services.
4. Promoting the exchange of experience and best practice of cooperation with local and regional authorities and requesting provision of citizen-oriented services by creating networks of CSOs at regional level.

The amount available for competition of grants in South development region is 600,000 EUR.
First call for proposals
The first grants competition for local non-governmental organizations in South region was launched in November 2019, and 90 project proposals were received. As a result of the evaluation process, 15 organizations were selected and awarded with grants in the total amount of 513,000 EUR.
Second call for proposals
The second grants competition for local non-governmental organizations in South region was launched in November 2020, and 4 project proposals were received. As a result of the evaluation process, 3 organizations were selected and awarded with grants. As result of an additional targeted call, one more organisation was awarded with grant.

The Local Grants Programme is launched under the Single Support Framework for European Union (EU) support to Moldova (2017-2020) within the European Neighbourhood Instrument through the Action "Citizens' Empowerment in the Republic of Moldova" (2019 -2021) and implemented by the German Development Cooperation through GIZ.
